James Emery applies epoxy inside the hole cut into the asphalt to glue a sensor at one of the parking spaces on Washington Street. The sensors are installed in the pavement in each parking space. When a car pulls out, it removes all leftover time on the parking meter and resets the meter backto 5 minutes.
