Salem's mask mandate discourage tourists and visitors to shop amid Haunted Happenings and mask mandates

Mayoral candidate Steve Dibble claims that the city's mask mandate is discouraging visitors to shop elsewhere such as in cities like Danvers, Peabody and Beverly where there are no indoor mask mandates. Mayor Kim Driscoll counters, however, that local businesses are telling her they're having the best season ever, no matter the masks.
